It is time for Bush to recognize his errors
Instead of obstinately pursuing in a logic of war, which is not convincing -- it is not proven that Sadam Hussein and the Iraqi people have bonds with Al-Quaeda -- it is time to listen and understand the French, Russian, Chinese and German positions opposed to any resolution of the Council of Security of the UNO ordering the war against Iraq and its people.
If the Bush administration does not understand that there is a deep divergence between his own interests and those of the American people, the French, Russian, Chinese or German leaders on the contrary feel obliged to listen to the cries of their people in the streets. A war against Iraq or any other country will put the American people more in insecurity than ever. Even if the security were perfectly ensured back home in the U.S. -- which is another whole question --, it remains that the Americans overseas, including our diplomatic representatives, will become defenseless targets for terrorists. Their assassinations will continue to split our hearts in the years to come.
The strategy of "preemptive" wars against foreign States, of massive bombings massacring innocent populations, and of imposing henchmen to the service of the United States at the head of conquered States, is definitively doomed to failing and to exacerbating insecurity within the American people.
Terrorizing the Terrorists
After acknowledging the obvious failure of the logic of war as a solution to the issue of terrorism, it is necessary to consider the more serious work of developing new strategies. Instead of being unaware of them as the Bush administration did up to date, it would be necessary to agree as a precondition to take into account the Al-Qaeda's claims, doctrines and methods of combat. Without finding answers to their claims for the withdrawal of American troops from the Arab soil it will be difficult to root out terrorism the way the American people wish it. Without stopping, or at least keeping secret, the support for the Zionist State of Israel, the terrorism based on an Arab or Moslem nation will be impossible to overcome.
It is necessary to counter by all the means the Al-Quaeda's and other terrorist groups' doctrines of hatred and methods of terrorism.
The last strategy that may ensure the results the american people await would consist in terrorizing the terrorists. The United States has a history marked by the reign of terrorism during the Maffia times. We overcame it using suitable solutions. The American people deals today with a kind of terrorism that has nothing different with the Cosa Nostra but the dispersion of the terrorists throughout the world.
It is necessary to fight Al-Quaeda and the other terrorist groups throughout the world the way we fought the Maffias in the American streets during the early twentieth century. We did not raise armies against the American Maffias. We faced them in the streets where they reigned, we reinforced laws to subdue them, and we overcame them. It is necessary to apply the same methods to Al-Quaeda and other international terrorist groups.
Instead of extravagantly spending the American taxpayers? dollars to finance heavy efforts of war -- as of February 19, 2003 the US public debt totaled $6.400 billion and the budget deficit was about $200 billion -- doomed to bring only more insecurity to the American people, it would be more suitable and more effective instead to use our public money to support anti-terrorist groups to the service of the United States. These undercover, intelligence and street war-specialized groups would be charged with the mission of operating within the cities and villages of Pakistan, Afghanistan, Iraq, Yemen, and other countries sheltering the terrorists and the propagators of hate doctrines.
It is necessary to use the American taxpayers' money to recruit and train anti-terrorist cells within the countries where Al-Quaeda and the other groups are anchored. It is necessary to answer to terrorism by the use terrorist and sabotage acts directed against terrorist cells and hate propagators. It is necessary to track down thoroughly, arrest and present to justice, or eliminate leaders and masterminds of Al-Quaeda and other terrorist groups when there are no other alternatives. It is necessary to arrest and present to justice, or eliminate religious imams and other preachers who preach hatred against other people when there are no other alternatives. Mosques, where hatred is taught against other people, should be destroyed.
The objective would be to send religious teachings of hatred back into clandestinety, to install a fear of terrorist speeches within societies, to draw up populations against leaders and preachers of hatred, to choke off any terrorist vague desire everywhere in the world.
In parallel with these actions on the anti-terrorist frontline, the American diplomacy must use of all, including blackmail on the American assistance and other threats in order to bring foreign governments to engage in a domestic war against terrorist cells, in particular by supporting the actions the American undercover anti-terrorist units are developping in their countries. Private newspapers, chains of television and radios should be installed within Arab and Moslem countries, funded by the C.I.A., with the principal mission of contradicting terrorist speeches of hatred and of demonstrating to the people that hatred leads to chaos.
Engaging war against terrorists where they hide, and not the States that shelter them, is the solution that will prove most effective to stop current terrorism. All means should be put at work to prevent that Ossama bin Laden becomes a hero for the Arab and Moslem children. One can effectively do it only by combating Al-Quaeda and the other terrorist groups within the very societies where they reign and where their doctrines are taught.
